I attach copy of correspondence on the subject,

with plan, which has passed between the Colonial Secretary and the Chief Engineer, South China Command, together with a plan showing in red the proposed works. The cost of these is estimated at $310,000, or $30,000 more than the original estimate, due principal- -ly to increased length of mains to reach the new site, and I have to ask your authority for the increase of expenditure, and for the purchase of 3.17 acres of War Department Land.
